Tokyo Kotsu Kaikan is a 1 min. walk from JR Lines "Yurakucho" Station.
On the 3rd floor of Kotsu Kaikan, you would come across "Coline", a wooden patio where you can watch the Shinkansen bullet train (free of charge), which is a perfect place to see!
